The dreaded コード発行制限中。。。しばらく待って。 persists beyond the preliminaries. The preliminaries have historically been more tightly restricted than the main tournament, but saimoe exists in a grimdark present where there is only war, and tight code limitations are still in place.

The infamous error is blocking almost all foreign voters. There have been reports of two foreigners getting codes, one with a US IP and the other in Mexico, during the 8/16 match. According to data mining, region Y, which covers foreigners, only voted 18 times in the Homura/Biribiri match. That's better than the 2 times in the preliminaries, but it confirms that the code generator's quota is strangling foreign votes.

Since the entire world outside Japan is sharing an extremely low vote quota, trying to get a code is like playing the lottery. Rumor has it that 2ch has been suffering a DDOS attack originating from Korea during the last few days, and this event is causing a tightening of restrictions against foreign IPs.
